The flag of Virginia was adopted on 31 January 1861. It consists of a blue background on which is drawn the official seal of the State. This one consists of a pattern explained by the State motto, at the bottom of seal: "Sic semper Tyrannis", a Latin phrase for "that’s how tyrants end." The standing woman represents Virtue, which, understandably, has put an end to the days of man on the ground, Tyranny. It seems that this Latin phrase was pronounced by Brutus after he killed his father Caesar in a conspiracy born to save the Roman Republic in 44 BC. Virtue carries a spear and a sword in its scabbard, symbols for people defending its territory. The red flowers represented in outer band have no special meaning and are not specifically related to the state of Virginia. Virginia joined the United States on 4 July 1777, at the Declaration of Independence, as a part of the original thirteen states that created the United States. Virginia is known as the "Mother of Presidents", and its capital is Richmond.
